There is no yacht fuel dock on Vieques: diesel, gasoline and water come by jerry jug from the gas stations ashore and go out by dinghy.
Practical
Position is the Total gas station in Isabel Segunda (OpenStreetMap); there is another Total station on the road to the airport. Noonsite (September 2020) says fuel and water are available but must be carried to the boat by dinghy; Coast Pilot 5 still describes only gasoline in drums at Isabel Segunda. Plan to fill tanks at Puerto del Rey, Sunbay or Puerto Chico before crossing. Wikivoyage notes that drinking water on Vieques arrives from the main island.
