Fajardo CBP / ROAM clearance

18° 20.0′ N · 65° 37.8′ W

Fajardo is Puerto Rico's east-coast customs port of entry: the CBP office is in the 1930 US Customs House on the Playa de Fajardo waterfront, where yachts arriving from the BVI or foreign ports report in.

Practical

Position is the US Customs House (Wikipedia/NRHP). CBP port 4904: U.S. Customhouse, 500 Union Street, Puerto Real (Playa de Fajardo), PR 00740; phone (787) 863-0950 (also 863-0102, 863-4075, 863-0811); open 8 am to 6 pm AST, Sunday through Saturday; pleasure boats reporting arrival must call (787) 863-0950 (CBP site, 2026). Noonsite: report with the CBP ROAM app (latest version, vessel and crew preloaded); ROAM checks the boat, but every crew member still has to be seen in person or by video; non-US boats from foreign ports will likely get an in-person inspection; all crew except US, Canadian and Bermudian citizens need a B1/B2 visa obtained in advance (ESTA does not cover a first entry by private yacht); boats arriving from the USVI must check into Puerto Rico. Noonsite's clearance page names the municipal pier in front of the Customs House as the inspection site and says marinas such as Puerto del Rey and Sunbay can sometimes arrange for officers to visit (2014). User reports: a UK yacht got a 12-month cruising permit via ROAM and a CBP video call at Culebra (May 2026); vessels over 30 ft need a DTOPS user-fee decal number for the ROAM vessel profile (December 2022); older reports of a US$37 cruising permit and US$28.24 fee (2014 to 2019) conflict with Noonsite's current 'no fees during normal hours': verify locally. CBP also staffs Vieques and Culebra airports 10 am to 2 pm daily.
