Practical

Position is Fajardo town (Wikipedia), used as a regional marker. The official Atlantic season runs June 1 to November 30, with the climatological peak on September 10 and most activity between mid-August and mid-October (NOAA NHC). Coast Pilot 5: the hurricane anchorages for large vessels are Ensenada Honda on Culebra and Ensenada Honda (Roosevelt Roads), and small vessels can anchor south of Isleta Marina; Isabel Segunda on Vieques gives no hurricane shelter. Noonsite reports Puerto del Rey's docks survived Maria but yachts were damaged and Palmas del Mar had multiple sunken boats; Sunbay lost two boats. Most yachts staying in Puerto Rico haul out and strap down (Puerto del Rey has a 150-ton lift; book early) or leave the belt. Insurance policies usually set named-storm rules: check yours. Wikipedia notes Hurricane Hugo made landfall at the Cabezas de San Juan cape as a strong Category 3 on September 18, 1989.
