Every move between Dominican harbors needs a despacho, a written departure permit from the Navy comandancia, and you show it to the Navy post at your next port. It is the rule that shapes all DR cruising.

Practical

Pinned at Luperón town dock as a representative location; the rule applies countrywide. Per the Virgintino guide (~2015): despachos are issued only to official ports (puertos habilitados) or to leave the country, not to intermediate anchorages; once cleared in, you do NOT clear in again at the next port, you just present your despacho and get a new one when you leave. Stopping overnight between ports is tolerated if you have a reasonable explanation (weather, repairs, groceries) and stay courteous when the local Navy officer comes out, often in a fishing boat. Some day anchorages (Cayo Levantado, Punta Palenque, La Caleta) are day-use only and the Navy will send you on by late afternoon. A small tip for the despacho is customary but not required; refuse politely if you prefer. Request it a day ahead: cruisers report waits of up to 2 days in Luperón (2015). Fees and practice change: verify locally.
