Ensenada Honda (Ceiba / Roosevelt Roads)
18° 12.7′ N · 65° 36.9′ W
The deep, reef-guarded harbor of the former Roosevelt Roads naval station, named by Coast Pilot as a hurricane anchorage for the east coast, now home to the Ceiba ferry terminal and once again to US military activity.
Practical
Coordinates from Wikipedia. Coast Pilot 5: well protected by the circular shore and reefs that narrow the entrance to 0.3 mile; a dredged channel marked by lighted and unlighted buoys and a 315° lighted range leads to a turning basin (40 ft controlling depth in 1990); the southwest approach is marked by a 025°24' lighted range; vessels anchor inside according to draft, but the soft mud bottom may let boats drag in a hurricane. Coast Pilot names it, with Culebra's Ensenada Honda, as the hurricane anchorage for large vessels, and 'the nearest hurricane anchorage' from Humacao. Restrictions: 33 CFR 334.1480 still lists a restricted area within 3,000 yards of the Isla Cabras light and a strip from Punta Figueras to Punta Puerca (no entry, swimming or fishing except on official business), and the Navy base resumed operations in November 2025. Do not plan on using it without current permission from the port authorities; for most yachts the realistic storm options are a haul-out or a marina.
