About an hour's drive from San Juan; Puerto Rico Ferry suggests a taxi. Wikivoyage notes paid parking at the terminal and that rental-car contracts usually bar taking the car to Vieques. The ferries replaced the old Fajardo terminal service (Wikipedia).
