Isla Mujeres Port of Entry (Capitanía, Immigration, Customs)

21° 15.4′ N · 86° 44.7′ W · approximate

Isla Mujeres is the classic Mexican Caribbean port of entry for yachts arriving from the US, Cuba and Belize: port captain, immigration (INM), customs, health and agriculture all have a presence on the island, so you can clear without going to the mainland.

Practical

Coordinate is approximate: set on the downtown waterfront (Av. Rueda Medina) by the Ultramar ferry dock, from the Wikivoyage listing for the ferry terminal; the offices are spread along Rueda Medina - verify the current office locations locally. Hail 'Isla Mujeres Capitanía' on VHF 16 before entering. Arrive with Q flag, zarpe from your last port (mandatory), crew list, vessel documents, passports and many photocopies. Order historically: port captain, then health, immigration, bank payment of fees, agriculture/customs, back to the port captain. Agriculture may inspect the galley and remove non-Mexican fresh food. Arriving after Friday hours means waiting until Monday to clear. A 2026 cruiser report on Noonsite says an agent is now compulsory on the Caribbean coast, the cheapest found at MXN 7,000 in and MXN 5,000 out plus MXN 983 per person immigration (verify locally). Cruisers have long used agents based at El Milagro Marina and Marina Puerto Isla Mujeres; a 2016 total was US$168 including the agent. noforeignland reviewers (2024-2026) report waits of up to a day and a half for health inspection and paperwork and recommend paying immigration by card on site. The boat's Temporary Import Permit (TIP) is applied for online or at Banjercito; cancellation only at a port-of-entry Banjercito office (Puerto Juárez for this area).
