Tubuai is an official port of entry, and the gendarmes in Mataura expect every yacht to report, even boats already cleared into French Polynesia.

On RT 302 in Mataura village, next to the hospital. Bring passports, ship's papers and your 'Déclaration unique plaisance' dossier number. It is a walk of under 2 km from the jetty. Note: the compendium's text places it 'at the southern end of Moerai', a copy-paste slip from the Rurutu section; it is in Mataura (OSM).
