Privately leased (the same head lease covers Saba Rock, per Wikipedia); Yacht Warriors reports it is owned by Larry Page and run as a water-sports-focused retreat. No public landing ashore. Enjoy it from Eustatia Sound. Islands magazine listed it among the 20 most beautiful islands in the world in 2004.
