Wikivoyage says permits must be booked in Puerto Princesa (2-3 days ahead, up to a month in holidays) and that tickets were also sold at Sabang pier from 2018; the rules have changed several times, so ask here or at the City Tourism Office before sailing to Sabang. Daily visitor numbers are capped.
