The Portsmouth Association of Yacht Services - a co-op of certified guides and local businesses - runs about 40 moorings off its beach pavilion at Purple Turtle, a 24-hour security boat, clearance help and every shore service a cruiser needs. Its success is credited with reviving Portsmouth's yachting economy.

PAYS publishes its mooring position as 15.58318 N, 61.46216 W, which plots at the jetty/inshore edge; the position given here is about 250 m SW of that, out in the mooring field, derived from the OpenStreetMap shoreline. About 40 moorings in roughly 15-40 ft (Noonsite, Nov 2024). A PAYS boat (PAYS logo) usually meets you at the bay entrance; otherwise call VHF 16 (monitored 24 hours) or WhatsApp +1 767 317 9098. Office on Purple Turtle Beach, 8:30 am to 4:30 pm, on call after hours; new 100 ft jetty with a 20 ft side step. Fees: the PAYS festival page (2026) quotes US$12/night all season; Noonsite (Nov 2024) quotes XCD 30/night or XCD 180/week including services; PAYS accepts XCD, USD, EUR and GBP. Cruisers reported a series of PAYS mooring failures in January 2025 - dive on or back down hard on your mooring before trusting it; PAYS is replacing older moorings. Services listed by PAYS: free 24-hour security patrol for moored boats, customs and immigration clearance (a Jan 2025 cruiser paid EC$80 and sent passport photos by WhatsApp), water and fuel, shore shuttle, ice, garbage, laundry pickup, fresh fruit and vegetables delivered each morning on request, tours and taxis via certified member guides, search and rescue. Noonsite notes showers and an internet cafe at the office. PAYS has planned 10 more moorings off the old Ross University (south bay) and ~30 more between Toucari and Mero - check what is in place.
