Puerto Plata's working harbor under Fortaleza San Felipe is an official port of entry, but it is a commercial port open to northeasterly swell and not set up for yachts.
Practical
Waypoint from the Virgintino DR guide (~2015), which calls it an emergency stop only: commercial traffic gets priority, officials treat yachts as an inconvenience, security is an issue and the harbor is rough in NE weather. Use Ocean World Marina (2 nm west) instead, or Luperón.
