Cozumel Port Captain

Cozumel is an official Mexican port of entry: the Capitanía de Puerto, immigration and the bank can all be done in San Miguel, though recent cruisers say an agent is now effectively required.
Practical
Coordinate is the Muelle Fiscal ferry pier in central San Miguel (Wikivoyage marker), used as a stand-in - the office's exact street location was not confirmed. Procedure (Noonsite, updated January 2025): call the Capitanía de Puerto de Cozumel on VHF 16 on arrival (Spanish best); the port captain alerts the Navy, which may visit with Customs and/or Health. If no answer, go to the office ashore, get the invoice, pay at the bank, then immigration. Start early - it is multi-step. To depart internationally, visit the port captain 24-72 hours before leaving. Clearing through a marina is possible but costs more because officials must travel. December 2024 cruiser report: an agent was required to clear in, fees were costly, and a Temporary Import Permit (TIP) must be obtained in Cancún. April 2026 report for the whole east coast: agents now compulsory, cheapest found MXN 7,000 in and MXN 5,000 out; immigration fee MXN 983 per person. Older reports (2014) describe 2.5 days of office-to-office trips and agriculture confiscating produce and meat - arrive with little fresh food. Noforeignland users rate the Capitanía 5/5 and mention an English-speaking agent who can arrange things in advance.
