Practical

Approx position of the Prince Kuhio Federal Building (OpenStreetMap), 300 Ala Moana Blvd, Room 2500; this is an office, not a dock. Office Mon-Fri 7 am-4 pm Hawaii time; Vessel Entry and Clearance (808) 535-9583, Mon-Fri 7 am-3 pm; email honoluluvesselarrivals@cbp.dhs.gov; 24-hour after-hours line (808) 237-4601; main (808) 356-4100 (CBP page). Noodle's Notes (Nov 2024) reads the federal regulations as making all Oahu south-shore harbors ports of entry for vessels (Ko Olina, Keehi Lagoon, Honolulu, Kewalo Basin, Ala Wai), and reports that cruisers find the CBP ROAM app makes entry relatively painless, sometimes without officers visiting the boat. Coast Pilot lists Honolulu and Barbers Point Harbor as customs ports of entry. A 2018 Noonsite report describes officers driving from Honolulu to clear a yacht at Ko Olina within about 2 hours. Non-US crew need a US visa in advance. Agriculture inspection is separate (see Hawaii Department of Agriculture entry).
