Chetumal Port of Entry

Chetumal, the state capital on Chetumal Bay at the Belize border, is where officials for the southern Costa Maya are based - cruisers stopping at Xcalak or Majahual often have to deal with it, usually by road.

Practical

Coordinate is the Chetumal malecón (Wikivoyage), not a specific office. Noonsite: to clear in or out from Xcalak, travel to the inland port of Chetumal (five hours by bus each way); immigration officers for Majahual clearances come from Chetumal, a 2-hour drive, at the boat's expense (2019). Chetumal Bay opens south to the Caribbean behind Belize's Ambergris Caye (Wikipedia), so reaching Chetumal by sea from the Mexican coast means passing through Belizean waters. Passenger boats run Chetumal-San Pedro (US$71) and Caye Caulker (US$77) with the Belize Express Water Taxi (Wikivoyage). The Quintana Roo state may charge a tourist tax (M$594, Oct 2021) when leaving for Belize by land.
