Pearl Harbor Naval Defensive Sea Area

21° 16.1′ N · 157° 56.4′ W

Pearl Harbor and its approaches are closed to private boats: a Defensive Sea Area created in 1939 whose entry controls, unlike Honolulu's, have never been suspended.

Practical

Position is Approach Point PAPA HOTEL (Coast Pilot 10: 21-16-06N, 157-56-23W), about 2 miles southeast of the entrance buoys. Executive Order 8143 (May 26, 1939) bars all vessels other than US public vessels from navigating the harbor and the area bounded by lines south from the Puuloa Naval Reservation and from Ahua Point and a line west from a point 3 miles south of Ahua Point, except by authority of the Secretary of the Navy (Coast Pilot; 32 CFR 761.3). 32 CFR 761.4 suspends entry controls for the Honolulu Defensive Sea Area but not Pearl Harbor. Permission must be obtained in advance from Commander, Navy Region Hawaii; pilots are compulsory; Pearl Harbor Control guards VHF 69. Anchorage is forbidden inside except in special anchorages. A dangerous west set may be experienced near the entrance. Between Kalaeloa and the Pearl Harbor entrance there are also naval danger zones closed to all surface craft (33 CFR 334.1360 and 334.1370) and a restricted area where anchoring is prohibited (33 CFR 334.1400). Give the whole area a wide berth on passage.
